Doctor’s Irish Licence Maintained Despite Incompetence Abroad

According to reports, Dr Furedi had a poor grasp of the Norwegian language and struggled with fundamental Latin medical terms that are standard knowledge for any doctor.

His difficulties extended to critical aspects of patient care. He reportedly had trouble interpreting scans and, in some instances, failed to review the medical notes of patients before treating them. More alarming was his apparent lack of understanding of essential infection control and sterilisation procedures—a particularly grave concern as the COVID-19 pandemic was beginning to unfold. Colleagues also noted that he struggled to administer injections, and his skills did not appear to improve even with additional training.

After just four months, Dr Furedi left Hammerfest Hospital in July 2020. Around the same time, two of his colleagues submitted formal complaints about his professional competence, triggering an official investigation by the Norwegian Board of Health Supervision.

Obtaining an Irish Licence Amidst Investigation

While Norwegian authorities were investigating the serious allegations against him, Dr Furedi successfully obtained a licence to practise as an ophthalmologist in Ireland in January 2021. This was granted after the complaint process in Norway had begun, but before any formal disciplinary action had been taken.

The Norwegian investigation concluded in June 2021, resulting in the suspension of Dr Furedi’s licence for six months. By December of that year, the Norwegian board permanently struck him from their medical register, citing “serious deficiencies” in his professional abilities. A notification of his suspension and subsequent removal was sent to medical councils across Europe through the Internal Market Information (IMI) system, a platform designed to facilitate cross-border communication between regulatory bodies.

Following this notification, the Irish Medical Council took action. In May 2023, it applied to the High Court, which suspended Dr Furedi’s Irish registration pending a full hearing.

Continued Practice and Patient Safety Risks

Despite being suspended in Norway and later in Ireland, an investigation by The Irish Times and the Organised Crime and Corruption Reporting Project revealed that Dr Furedi continues to work as an eye specialist in a clinic in his native Romania. As of October 2024, it was reported that patients could book an eye examination with him for the equivalent of €60.

This situation poses significant risks to patient safety. The findings from Norway point to a fundamental lack of competence in areas critical to ophthalmology and general medical practice. When a medical professional fails to interpret scans correctly, read patient histories, or follow basic hygiene protocols, the potential for misdiagnosis, ineffective treatment, and patient harm increases dramatically. The fact that a doctor deemed unfit to practise in two European countries can seemingly continue to treat patients in a third is a stark reminder of the potential loopholes in regulatory oversight.
